Ronald “Buzz” Horch has worked as the Contract Project Manager for WSI at the United States Department of Justice in Washington, D.C., since 2004. He is responsible for managing security operations in 12 facilities in D.C., Virginia and Maryland. He has over 19 years of criminal justice and human resources experience as a juvenile services counselor, police officer, investigator, safety/security analyst, human resources manager and project manager. Ronald’s education and training includes degrees in political science and music from Central Washington University, U.S. Air Force ROTC - University of Portland, Washington State Basic Law Enforcement Academy, Senior Professional in Human Resources (SPHR) certification and extensive training in workplace violence, background investigations, risk management and employee relations.

In 2000, he became a dispatcher for The Los Angeles County Fire Department and then in 2001 transferred to the Ventura County Fire Department where he currently is a shift supervisor in the Regional Fire/Ems Communications Center.

Michael Boutot was ordained in December 1983 after graduating from Southwest Baptist University with a bachelor of arts in Bible & Biblical Languages. Michael also attended Southern Seminary in Louisville, Ky., and Birmingham Theological Seminary. In May 2009, he founded the Institute for Church Safety & Risk Management, LLC (ICSARM). He is also the founder of the non-profit group the National Association for the Prevention of Crimes Against Churches or NAPCAC, a group designed to assist churches dealing with the impact of crime against them.
Michael has served on several task forces and organizations for the purpose of standardizing litigation handling and legal billing guidelines. He has published several articles relative to litigation, litigation management and risk management, and is a regular speaker at various insurance and legal conferences across the country. He is a featured writer for the International Risk Management Institute, Inc., serving as an Expert Commentator in the area of litigation management and also church risk management. Michael also manages a Church Risk Management industry session for the Risk & Insurance Management Society (RIMS).

Ministry Violence Research - Carl Chinn 

Carl Chinn began researching for his book regarding concepts for security at faith-based organizations (A Strong Tower) in 1999. Much of that research has been developing an understanding of common ministry incidents, and considering details of those occurrences in ways that security teams can learn from. As a result his website has been credited by many as being the most comprehensive study of “Deadly Force Incidents at Faith-Based Organizations” available. This presentation is an overview of the findings of that data.

Lightning Strikes Twice (The Story of the Gunman/Hostage Incident at Focus on the Family, May 1996) - Carl Chinn 

This session will be a summary overview of the planning actions prior to, and response actions during two significant attacks on ministries in Colorado Springs. The first occurred on May 2nd, 1996 when a gunman entered Focus on the Family, threatening to blow up the facility and taking hostages. 11 years later, and just 3 1⁄2 miles north another gunman entered New Life Church killing two people in the parking lot before being stopped by effective security efforts in the building. Chinn played a key role in the pre-incident emergency planning at both ministries and was an initial responder in both incidents. Chinn presents on plan development and shares first-hand recounts of those criminal attacks.

Colorado Springs, Colorado is known as the “Evangelical Capital” by those who value that label, as well as many who loathe it. Consequently there have been two significant attacks on ministries there in recent years — the gunman / hostage incident at Focus on the Family in 1996, and the New Life Church shooting in 2007. Crime Prevention: Protecting the Church’s Assets - William Carcara

The financial assets of a church transcend the actual monetary value of those assets. Offerings

by church members represent a tangible trust between the congregation and the church. When those funds are misused, stolen, misappropriated or not utilized for the intended purpose, emotional repercussions frequently occur. This can cause the member’s departure from the church body, ministers and staff being investigated, negative publicity for the church and ultimately a damaged reputation.

Cash management begins with the collection of donations from the congregation and concludes with the funds being used for their intended purpose. The first step in developing a financial security policy is to identify how money should be collected, counted, deposited, reported, and audited. Each phase of this process is equally important since each represents an opportunity for theft or misappropriation.

Target Hardening: Physical Security for Churches - William Carcara and Michael Simpson 


“Target Hardening” refers to the strengthening of the security of an individual premise with the goal of reducing or minimizing potential criminal attack, risks, or vulnerabilities. The concept of target hardening does not necessarily imply a fortress or bunker mentality. Simply put, the idea of target hardening is that a strong, visible defense will deter or delay a criminal attack. Target hardening is a means to reduce the opportunity of criminal attack by increasing the effort that a criminal must exert to accomplish his or her goal. The more effort that is expended, the greatertheriskandthegreaterthechancethatthecriminalwillbeapprehended Criminals seek easy targets which minimizes the likelihood of being detected or caught. The more difficult the target, the more likely a potential burglar or thief will pick another property to attack.

Bio: William Carcara

William Carcara is a 30 year law enforcement veteran who retired in 2002 as the Chief of Police of the Jefferson County (KY) Police Department. Before initiating Crime Prevention Training Concepts, Colonel Carcara served as the Assistant Director of the American Crime Prevention Institute (ACPI) for three years.

While the ACPI’s Assistant Director, Colonel Carcara earned the American Society for Industrial Security’s prestigious Certified Protection Professional (CPP) status and initiated and developed ACPI’s church security project. Colonel Carcara has instructed hundreds of law enforcement and church leaders throughout the United States and Canada about the various issues surrounding church crime prevention.

Colonel Carcara has been a guest speaker at the Texas Crime Prevention Officers Association Annual Conference, the Kentucky Crime Prevention Officers Conference, and the National Crime Prevention Council’s National Conference. Colonel Carcara, along with Lt. Colonel Troy Riggs, co-authored an article entitled “What Exactly is Suspicious Behavior” that was published in the winter 2009 edition of the National Association of Church Business Administrators periodical.

Colonel Carcara has a Master of Science degree from the University of Louisville and is a graduate of the FBI’s National Academy

The Shepherd is Vigilant

"In 1 Peter 5:2, the spiritual leader is exhorted to “exercise oversight.” While we rightly see this text as primarily about spiritual oversight, we must also acknowledge that physical oversight is not outside of the spiritual leader’s responsibility. In fact, spiritual leaders must provide a safe environment for worship so that the purpose of the Lord’s church will not be hindered.

In today’s world, the Church has experienced increasing physical opposition and hostility. These challenges are forcing Christian leaders to consider how to react in a biblical manner—fully embracing God’s sovereignty while simultaneously acknowledging and fulfilling their responsibilities as overseers. Dr. Cook is highly regarded as a resourceful problem solver with excellent presentation skills and strategic relationships.

He is currently President and CEO of “Cook Strategies LLC,” a Washington, DC area consulting firm. He also serves as Vice-President of the Board of the Directors for the National Disaster Interfaiths Network (NDIN) and serves on the Advisory Board of the Institute for Church Safety and Risk Management (ICSARM). Dan Dumas


Daniel S. Dumas, senior vice president for institutional administration, was born on Aug. 14, 1965, in Augusta, Maine. Dumas earned his bachelor of arts from The Criswell College in Dallas, and later pursued a master of divinity from The Master’s Seminary in Sun Valley, Calif.
Dumas joined the Southern Seminary administration as senior vice president of institutional administration in October 2007. Dumas brought with him a considerable track record of gifted leadership and God-honoring service in local church ministry. Dumas and his family are members of Eastside Community Church, where he serves as one of two founding pastor-teachers. Dumas teaches biannually at the Italian Theological Institute in Sicily, Italy, on the topics of theology, hermeneutics and sermon delivery. He served previously as the executive pastor of Grace Community Church in Sun Valley, Calif., and has held posts as college and singles pastor at the Westside Baptist Church in Jacksonville, Fla., Cottage Hill Baptist Church in Mobile, Ala. and at Victory Baptist Church in Dallas.

Dan is a veteran of the United States Navy search and rescue unit. He is married to his partner in ministry, Jane Sawyer Dumas, and they have two sons, Aidan Scott and Elijah Seth.

Bob Vernon
Bob Vernon joined the LAPD in 1954.  He studied police science at California State University at Los Angeles and continued his education by receiving an MBA from Pepperdine University.  Bob went on to get an advanced degree at Northwestern University and he graduated from the FBI’s National Executive Institute.

Bob’s 38 year career with the LAPD included assignments in virtually every facet of police work.  He progressed through the ranks culminating in the rank of Assistant Chief of Police (3 star officer) with over ten thousand personnel under his command.

Bob founded Pointman Leadership Institute (PLI) in 1995.  PLI serves the top leadership in over 35 countries worldwide and a host of government and private companies in the USA.  PLI now has offices in South America and Africa as well as the UK.  PLI presents biblically based leadership principles with an optional module that includes the Gospel.

Bob has been married to his wife, Esther Reimer, since 1954.  They have two children and nine grandchildren.

I'm Back

Wow two weeks went by pretty fast. My hope was to have posts preset for my viewers prior to my departure; however, the job that pays the bills got in the way…

I hope to have multiple pictures to share with you soon. I spent the last two weeks in both Israel and the West Bank. This was an amazing opportunity to walk on the same streets that Jesus did. Seeing first hand the conflict is this part of the Middle East brought a whole new prospective for me on church security.

This is a picture of the Zion Gate, part of the original wall of Jerusalem. Following the theme of this blog - "The Gatekeeper" - it was a great opportunity to see these places first hand.

"Chuck Chadwick founded Gatekeepers Alliance in January of 2002 as an informal meeting of Security/Facilities Directors from some of the largest churches in the DFW area. Meetings were held to discuss issues/challenges and it was found that regardless of location the issues/challenges were similar.

Chuck's home church (Fellowship Church, Grapevine, TX) grew from 6,000 TWA (Typical worship Attendance) to 22K and then from one location to multi-site. At the height of the organization Chuck directed and multi-jurisdictional task force of some 40 officers composed of Law Enforcement, Private Protection Officer, Security Guards and volunteers.

In 2005 Chuck left full time Church Security Director employment to dedicate his life to Gatekeepers Alliance teaching seminars and putting together “Best Practices” for churches around the nation. The first Church Security Conference was held at Prestonwood Baptist Church in Plano TX in 2005.
